On the 5th of September 2018 the Vilnius College signed an agreement for training with Blockchain Solutions, UAB which is headed by Tomas Mickauskas and Povilas Ruzgaila. Both have had allegations made against them for serious fraud offences.

What are the requirements for having third parties teach or interact with students at schools in Lithuania? Are background checks required?

The Response from the Vilnius College

The two directors who signed the agreement on behalf of Vilnius College have been contacted via email on the 20th of May 2019 for comment with this information but they did not respond.

On the 23rd of May a number of posts were made on their Facebook pages, a response was received initially denying any relationship with Tomas Mickauskas and Povilas Ruzgaila. They further denied that the photo of the agreement being signed contained anyone from Vilnius College until links were provided to their website showing the same information.

A response within two days according to their college regulations was promised but this never occurred. Followup was made on the 7th of June 2019 with no response. Further followup on the 25th of June 2019 solicited a response saying that action has been made and wanting the removal of photos from this website (which is not going to occur as these photos are proof that this agreement was made).

As at the 8th of July 2019 the partnership page was still on the Vilnius College website and Facebook so are they continuing the relationship with Blockchange Solutions, Tomas Mickauskas and Povilas Ruzgaila?

JSC Blockchain Solutions is an international company founded by two engineers interested in new technologies and business transformations. The company has been operating since 2015. Its goal is to help companies reach the potential of Blockchain technology.

In response to new trends in the business sector, Vilnius College aims to prepare qualified professionals that meet today’s business needs. After a successful discussion of cooperation opportunities in August, representatives of Vilnius College and Blockchain Solutions UAB met today to establish a partnership agreement.

September 5 Director of Vilnius College dr. Žymantė Jankauskienė and Director of the Company Tomas Mičkauskas signed a cooperation agreement between the College and the international capital company UAB Blockchain Solutions, thus ensuring the consolidation of the theoretical knowledge in the practice of Vilnius College students in the development of applied research, participation in joint project activities, promotion of Informatics, Engineering and Business. integration of study programs of public management study fields. Already soon, organizations promise to launch joint projects involving College teachers and students.
